If You Were In Charge

If you were to rule a country, which of these attitudes would you take?

1- People are naturally good, so if you're a good leader, they'll follow in your footsteps.
2- People are naturally bad, so you have to control them and punish them when necessary to keep your country in ship-shape.
3- There is a correct path that everyone should follow.  The government shouldn't interfere with this path, but rather encourage people to seek guidance from above so they can make the proper choices.  The less interference from the government, the better.
